Rulers who think the people exist for THEM and need to prove themselves and fight for their own survival even when he knows and could do something is the kind of royal family that will eventually be overthrown. One of the basic tenets of being a leader is the responsibility of your people’s lives and wellbeing. If the weak get eaten by the strong that’s on you too when you do nothing to improve the situation. Presumably because this system works well for him, a strong and powerful man.
