The story is set in a fictional version of Europe in 1930, in the country of Gallia. Because of its abundance of ragnite ore—which can be refined into a powerful fuel—it has come under attack from the East European Imperial Alliance, which itself is engaged in war with the Atlantic Federation. The story revolves around Gallian soldiers led by Welkin Gunther, son of Gallian war hero General Belgen Gunther, in a bid to reclaim their war-torn neutral nation from Imperial Alliance forces and drive them off from Gallian soil after they had launched an invasion into the country.

The bird offers him a deal: If he works as their miracle deliveryman, he can earn back his life. In a future world known as Sand Land, the one river that supplied the entire world had suddenly stopped, and the only source of water is from the greedy king's overpriced water bottles. Demons and humans live together in a world of drought, until Sheriff Rao confronts Beelzebub in need of a demon on a quest to find the Phantom Lake, a river on which birds called Water Finches supply themselves. Though reluctant at first, Beelzebub goes along (thanks to a good bribe) and brings an older demon, Thief, with him to find the lake for the good of all creatures, whether demon or human.
